Artificial Intelligence law at Sri Lanka

As of now, Sri Lanka does not have a specific, standalone law dedicated exclusively to Artificial Intelligence (AI). However, the country is gradually taking steps to incorporate AI into its legal and regulatory framework. Here's a summary of the current status of AI law and policy in Sri Lanka:

đź§  Current Status of AI-Related Laws in Sri Lanka

1. No Specific AI Legislation Yet

There is no comprehensive AI law like the EU's AI Act.

AI is currently addressed through general legal principles under existing frameworks such as data protection, consumer rights, and cybersecurity.

2. Sri Lanka Data Protection Act (2022)

The Personal Data Protection Act, No. 9 of 2022 is the closest legal instrument relevant to AI.

It regulates how personal data can be collected, processed, and used—including by AI systems.

3. Digital Economy and AI Strategy

The Information and Communication Technology Agency (ICTA) of Sri Lanka is developing an AI strategy as part of its digital economy roadmap.

The plan aims to promote responsible AI adoption, focusing on sectors like health, agriculture, and education.

4. Ethical AI Guidelines (in development)

Discussions around ethical AI principles—such as transparency, fairness, and accountability—are ongoing.

Sri Lanka is aligning with UNESCO’s AI Ethics Recommendations.

5. Legal Gaps

Currently, there are no clear regulations regarding:

AI liability and accountability

Bias and discrimination by AI systems

Use of AI in criminal justice or surveillance

Autonomous decision-making

AI Bill or Framework: Expected to emerge in the coming years, especially as the ICTA pushes forward with digital transformation goals.

International Cooperation: Sri Lanka is likely to model its regulations after global standards like those in the EU or the OECD.
