1. International Commitment: Council of Europe AI Convention
In December 2024, Armenia approved the signing of the Council of Europe’s Framework Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law—the first international treaty dedicated to AI governance. This convention emphasizes principles such as accountability, non-discrimination, privacy, and reliability to ensure AI technologies respect fundamental human rights. Eligible entities must generate at least 90% of their income from high-tech activities and have no outstanding tax obligations.
