Mechanical Restraint, Chemical Restraint, and Corporal Punishment are explicitly not permitted.

513 IAC 1-2: School Policies
Schools must adopt a written policy on the use of seclusion and restraint.
Policies must be publicly available and include:
Definitions,
Permitted and prohibited practices,
Notification procedures for parents,
Documentation and incident review processes.
Must be consistent with this Title and IC 20-20-40.
513 IAC 1-3: Training Requirements
All school staff must receive annual training on:
De-escalation techniques,
Conflict prevention,
Safe use of seclusion/restraint,
Signs of physical distress during restraint.
Only trained personnel may use seclusion or physical restraint.
513 IAC 1-4: Reporting and Documentation
Each incident must be documented and reported to:
The parent or guardian (within 24 hours),
The school administrator, and
State-level reporting system (annual aggregate data).
Incident reports must include:
Description of events,
Duration,
Staff involved,
Any injuries.
513 IAC 1-5: Complaint and Review Process
Schools must have procedures for:
Reviewing incidents,
Receiving complaints,
Making corrective actions if needed.

The Commission's primary goals are to:
Reduce and eliminate the use of seclusion/restraint whenever possible.
Promote positive behavior supports and intervention plans.
