Florida Administrative Code – Title 10: Department of Health and Rehabilitative Services

Title 10 of the Florida Administrative Code (FAC) previously governed the Department of Health and Rehabilitative Services (HRS). However, due to state restructuring, the Department of Health and Rehabilitative Services was disbanded in 1996, and its functions were split primarily between the:

Florida Department of Health (DOH)

Florida Department of Children and Families (DCF)

Title 10 used to include rules and regulations covering a broad array of health and human services, including:

Public health programs

Mental health services

Substance abuse treatment

Child protection and welfare

Adult protective services

Developmental disabilities programs

Status Today:

The rules previously under Title 10 are now mostly reclassified under the Florida Administrative Code as follows:

Title 59 – Florida Department of Health (DOH)

Title 65 – Florida Department of Children and Families (DCF)

Title 64 – Joint functions or specialized health boards
