Environmental laws at Oman

Oman has established a comprehensive legal framework to safeguard its environment, focusing on pollution control, conservation, and sustainable resource management. Key environmental laws and regulations include:

1. Royal Decree No. 114/2001 – Law on Conservation of the Environment and Prevention of Pollution:

This principal legislation regulates environmental protection and pollution prevention. It mandates that no activity causing environmental pollution may proceed without an environmental permit from the Ministry of Environment and Climate Affairs (MECA). The law also empowers MECA to require Environmental Impact Assessments (EIAs) for projects, especially in oil and gas sectors. 

2. Marine Pollution Control (Sultani Decree 34/74):

This decree prohibits discharging pollutants into Oman's marine environment, including from ships, shore facilities, or oil transport systems. Violations can lead to penalties, including potential loss of operational rights. 

3. Regulations for the Management of Solid Non-Hazardous Waste (MD 17/93):

These regulations govern the handling of non-hazardous waste, such as household and certain industrial wastes. They require proper storage and disposal to prevent public health hazards and environmental degradation. 

4. Regulations for the Management of Hazardous Waste (MD 18/93):

Addressing hazardous waste, these regulations stipulate that generators must store hazardous materials in approved facilities and transport them using licensed vehicles. Handling hazardous waste without proper authorization is strictly prohibited. 

5. Wastewater Re-Use and Discharge Regulations (MD 145/93):

These rules govern wastewater discharge and reuse, requiring permits from MECA for any discharge into the environment. They set standards for wastewater quality and outline procedures for its reuse or disposal. 

6. Law on Environment Protection and Combating Pollution:

This law outlines general provisions for environmental protection, including rules for safeguarding the environment, penalties for violations, and the responsibilities of various authorities in managing natural resources and combating pollution. 

7. Establishment of the Ministry of Regional Municipalities, Environment and Water Resources:

This ministry oversees environmental affairs, including policy development, enforcement of environmental laws, and representation of Oman in international environmental agreements. 

8. Official Gazette Publications:

Oman's Official Gazette publishes laws, royal decrees, treaties, and regulations, ensuring transparency and public access to legal information, including environmental legislation. 

These regulations collectively underscore Oman's commitment to environmental stewardship, aiming to balance development with the preservation of its natural resources and ecosystems.
