Audiovisual Content Regulation: In July 2022, Romania amended its audiovisual law to extend the jurisdiction of the National Audiovisual Council (CNA) to online audiovisual content. The new regulations empower the CNA to impose fines on content creators who incite violence or hatred against various groups based on attributes like gender, sexual orientation, race, ethnicity, and more. Fines range from EUR 400 to EUR 6,000, depending on the severity of the transgression. B2B providers require a Class 2 license, also valid for ten years. The licensing process includes submitting corporate and operational documents, criminal record checks for directors and shareholders, and affidavits disclosing ultimate beneficial owners. Online gambling operators must ensure their IT systems are audited by specialized testing laboratories and that their gambling software is certified. Operators based outside Romania must appoint a local representative to interact with Romanian authorities.
